Over the past nine years, the ACP-EU Technical Centre for Agricultural and Rural Cooperation (CTA) in collaboration with other development agencies has been actively involved in developing and promoting the use of methodologies for monitoring and evaluating information products and services in an effort to improve project management both in-house and among its partners. In 2005, CTA along with the Royal Tropical Institute (KIT), the International Institute for Communication and Development (IICD) and a host of other institutions and individuals from African, Caribbean and Pacific (ACP) countries, EU, Canada, Sri Lanka and the United States produced the first version of the Smart Toolkit for Evaluating Information Products and Services. Since then, the first version has been updated and modified in response to feedback of information practitioners to produce the second version - Smart Toolkit for Evaluating Information Projects, Products and Services.
The Smart Toolkit website was initially developed to facilitate the updating of the toolkit. It has also been useful in the lead up to training workshops, promoting the exchange of information and networking among participants. Now the website is being expanded to meet the needs of the users in a broader sense - such as the sharing of experiences, providing a wide range of tools for monitoring and evaluating (M&E) information projects as well as an update on M&E developments within the information field.
